Most games think about balancing weapons as a game mechanic but don't think about how those weapons are balanced in the real world. It's okay if one is strictly better than another - but how often is that the case? Why do people choose one over another?
If shotguns are so good in practice, why do do few military and armed forces carry them?
Incorporate those types of reasons into the game itself!
