# Action Plan Heat Transition
By developing a heating transition action plan, we want to support the implementation of the decarbonisation of building stocks. We are currently seeing in the feasibility studies on decarbonisation that many owners or communities of owners are definitely motivated to modernise the heat supply in their buildings and use renewable energy resources. However, we can also see that they need considerable support in the further process. In addition to organisational issues, financing and the consideration of subsidies is an important topic. The action plan aims to close this gap.
The Heat Transition Action Plan therefore sets out the measures required to decarbonise the building stock and the relevant contacts. The measures are divided into modules:
###### 1 Organise and Grow
- [[1.1 Develop and launch the project vision and project hypotheses]]
- [[1.2 Collect data]]
- [[1.3 Create implementation and financing models]]
- [[1.4 Ensure feasibility]]
- [[1.5 Prepare for expansion and external impact]]
###### 2 Concept
- [[2.1 Create & check heat transition options]]
- [[2.2 Planning the appropriate legal and organisational form]]
- [[2.3 Prepare an invitation to tender]]
###### 3 Legal implementation
- [[3.1 Incorporate in the chosen legal form]]
- [[3.2 Fixing the organisation and concluding contract]]
###### 4 Preparing for implementation
- [[4.1 Planning technical solution]]
- [[4.2 Carry out an invitation to tender]]
- [[4.3 Collaborative development of operating concepts]]
- [[4.4 Evaluation of economic efficiency and possible technical and economic adaptation (re-engineering)]]
###### 5 Realisation & construction
- [[5.1 Set up user interface]]
- [[5.2 Quality assurance, certification and EU taxonomy compliance]]
- [[5.3 Processing subsidies and funding]]
###### 6 Operation
- [[6.1 Implementing the operating system]]
- [[6.2 Continuously optimise technical monitoring and operation]]
- [[6.3 Involve users regularly]]
- [[6.4 Maintenance - repair and overhaul]]
