USAID provides aid that funds epidemic prevention, education, and fights starvation in foreign nations.

<li>The Trump administration also <a href = "https://www.pbs.org/newshour/politics/usaid-security-chiefs-put-on-leave-after-trying-to-stop-musks-team-from-accessing-classified-info-officials-say">placed</a> 2 USAID security chiefs on leave, after the chiefs rightfully denied Musk's "Department of Government Efficiency (DOGE)" crew access to classified intelligence that the crew did not have the security clearance for.</li>
<li>JFK created USAID in 1961 via <a href = "https://www.presidency.ucsb.edu/documents/executive-order-10973-administration-foreign-assistance-and-related-functions">executive order</a> after Congress passed the <a href = "https://www.govinfo.gov/content/pkg/COMPS-1071/pdf/COMPS-1071.pdf">Foreign Assistance Act of 1961</a>. However, in 1998, PL 105-277 was <a href = "https://www.govinfo.gov/content/pkg/PLAW-105publ277/pdf/PLAW-105publ277.pdf">passed</a> by Congress, and section 1413 (page 791) explicitly establishes USAID as it's own independent establishment in the Executive Branch, as <a href = "https://www.law.cornell.edu/uscode/text/5/104">defined</a> under 5 U.S. Code ยง 104.

<li>The Trump administration <a href = "https://storage.courtlistener.com/recap/gov.uscourts.rid.58912/gov.uscourts.rid.58912.96.0_5.pdf">defied</a> a court order requiring the Executive Branch to no longer "pause, freeze, impede, block, cancel, or terminate" federal funds to the states, after Trump ordered a federal freeze of funds. The <a href = "https://ag.ny.gov/sites/default/files/court-filings/state-of-new-york-et-al-v-trump-tro-2025.pdf">original</a> Temporary Restraining Order that the Trump administration defied explicitly ordered the Federal government to undo the freeze.</li>

Vance is also dodging <a href = "https://x.com/mehdirhasan/status/1891558339869360187">questions</a> from journalists about Elon Musk's advocation for jailing journalists.</li>
<li>Trump signed an <a href = "https://www.whitehouse.gov/presidential-actions/2025/02/ensuring-accountability-for-all-agencies/">Executive Order</a> that attempts to give the President and the Attorney General power to provide authoritative interpretations of the law for the Executive Branch, a power <a href = "https://www.law.cornell.edu/wex/judiciary">explicitly</a> <a href = "https://constitution.congress.gov/browse/essay/artIII-S1-3/ALDE_00013514/">granted</a> to the Judicial Branch. Section 7 of the EO, titled "Rules of Conduct Guiding Federal Employees' Interpretation of the Law", states that the President and Attorney General's opinion on the law is binding on all Executive Branch employees, even if it contravenes judicial interpretations.
