God connects the dispersion of the people into many countries with the judgment of Jerusalem by Babylon. In theory, His *gathering* could refer to the first return after seventy years which is, surely, a partial fulfillment of the prophecy. However, that first return was entirely partial. Most of the people remained in Babylon. This promise more-than-hints at a universal return of all Israel after His wrath has been exhausted.
