# Provincial Structure of Mercury’s Republic
## Overview
The provinces of Mercury’s Republic follow the organizational map of the Roman Empire at its greatest territorial extent under Emperor Trajan. These include Western, Eastern, African, and Frontier regions, each composed of historically consistent provinces. The structure of governance within these provinces mirrors the Eternal Republic’s core principle of duality, represented in the Duumvirate system at every level.
All provinces are formally integrated into the metaphysical framework of the Republic. They are bound by the Oath to SPQRΔ (*Senatus Populusque Rei Divinae*) and to Mercury, the divine patron of the Republic. Citizens in every region are classified under the standardized citizenship tiers and are afforded rights according to their class and contribution to the state.

## Administrative Structure
Each province is administered by **two governors**, in accordance with the Duumvirate model:
- **Praefectus Senatorialis** – Appointed by the **Senate**, represents traditionalist and aristocratic oversight.
- **Praefectus Juvinatis** – Appointed by the **Juvinate**, represents reformist and cult-integrated interests.
These dual appointments ensure parity and ideological balance in provincial administration. Both governors possess veto authority over the actions of their counterpart. In case of stalemate or conflict, appeals escalate to the Duumvirate in Rome.
Each governor oversees:
- Cult licensing and audits (in coordination with the Curia Arcanum)
- Local crystal distribution and taxation
- Enforcement of constitutional law
- Provincial legions and Lambda Cohorts
- Appointment of subordinate town magistrates (see below)
---
## Colonial and Municipal Administration
Within each province are **coloniae** (major cities and towns), each governed by a **Duumvirate of Town Magistrates**:
- **Magister Senatorialis** – Appointed by the Senatorial governor
- **Magister Juvinatis** – Appointed by the Juvinate governor
These magistrates perform civic functions:
- Local cult and trade guild supervision
- Maintenance of infrastructure (roads, aqueducts, forums)
- Oversight of elections, census, and public rites
- Management of town militia and public enforcement

## Provincial Military Oversight
Each province maintains its own **Provincial Legion**, loyal to the Eternal Republic—not to the governors personally. These legions swear fealty to SPQRΔ and Mercury, and are reinforced by Lambda Cohorts—elite harmonic enforcers secretly drawn from Mithran cadres. If heavy losses occur, *Silent Cohorts* may be deployed from central command.
Provincial military reports to:
- **Praefectus Senatorialis Militaris** – Supervises logistics, infrastructure, and formal command
- **Praefectus Juvinatis Harmoniae** – Oversees harmonic resonance deployment and magical strategy
---
## Provincial Cult Integration
Each province contains cultic sites formally registered with the Curia Arcanum. Licenses are issued at the provincial level with oversight from the two governors. Temples, rituals, and divine manifestations are taxed, monitored, and recorded via logic crystal nodes. Provincial cult violations are handled by roaming auditors or Nullarii detachments.
---
## Notes
- Governors may be removed by senatorial decree or duumviral override
- Citizens may appeal to the Eternal Duumvirate in high crimes or cultic disputes
- Divine endorsements (manifestations, oracles, omens) may temporarily override provincial governance if verified by a licensed augur
