##### What Has Been Changed? The Charter Review Committee has rewritten the preamble to: 1. Omit a reference to "Lane County, Oregon." 2. Specify that Oakridge is a Home Rule City. 3. More closely mirror the Preamble language of the [League of Oregon Cities](https://www.orcities.org) [2018 Model Charter](https://www.orcities.org/application/files/3017/0171/1672/ModelCharterforOregonCities-updated8-15-23.pdf), used by many other Oregon cities. ##### Why Are These Changes Important? 1. The rights of Oregonians to organize and maintain a city derive from the State of Oregon without regard to our county membership. We thus don't need to reference Lane County in our preamble. 2. The status of a *Home Rule City* means that all rights not retained by the State of Oregon are claimed by the city. Oakridge is already a Home Rule City, but this has not been noted in our charter.
