Although we agree that more communication and explanation is due on this measure, we still believe our principle opposition and points stand.
STAR website sells itself as a rank choice “system” and they both use forms of ranking. YES we fully understand how different they are and that RCV is much, much worse.
But what we said is still true:
- It will cause confusion. It confused us and everyone we know who looks at it.
- It will cause lower voter turn-out. Already there is down-ballot turn out problems as people vote less as they go down the ballot. Adding more candidates and complexities, of course, will make it worse.
- Will it delay election results? We suspect it will and there is unresolved questions on how it will be implemented on election night. We are not willing to guess on how this will be done.
- It will lead to canceled votes. If people make errors by marking a single box out of 5 candidates, then it is fair to say errors will be increased if you feature 25 boxes. Also, people who do not rank a candidate, do not participate in the run-off in certain situations. STAR is greatly better on errors than RCV. It may not be a big problem, but it is still present.
- It has a flaw. Our analysis shows that different vote rank methods can be used to leverage votes to be more influential in certain circumstances than the others. This does not exist in traditional voting and we believe will be exploited during campaigns.
- It is vulnerable to candidate packing. This is not good in a state with greatly disproportionate politics.
- It is disempowers minor parties, despite saying it does the opposite.
Finally, we see wholesale breakdown in local election offices. We document several examples of local election problems seen in Oregon in the past year that we unheard of years ago. We witness a discernable breakdown as we call election offices around the state for various reasons and compare that to 20 years ago. New election rules just for Multnomah County has caused extreme implementation and communication problems. A host of problems is driving this issue, and we in no way wish to add more complexities with glaring flaws to a broken system.
Our concerns are legitimate and the points offered are not convincing.
