### Ingredients
- 1 pound large shrimp, peeled and deveined
- 3 tablespoons extra-virgin olive oil

- Kosher salt and black pepper, to taste
- 4 garlic cloves, minced
- 2 tablespoons unsalted butter
- 1 cup orzo
- ⅓ cup dry white wine
- 2 cups boiling water, seafood stock, or chicken stock
- 3 tablespoons finely chopped parsley
### Instructions
1. **Marinate the Shrimp**
In a medium bowl, combine the shrimp, 1 tablespoon olive oil, lemon zest, red-pepper flakes, ½ teaspoon salt, ¼ teaspoon black pepper, and half of the minced garlic. Set aside to marinate (this can be done up to 1 hour in advance).
2. **Cook the Orzo**
In a medium skillet over medium heat, add the butter, the remaining 2 tablespoons olive oil, and the remaining garlic. When the butter starts to bubble, stir in the orzo and ½ teaspoon salt. Cook, stirring often, until the orzo is lightly toasted, about 2 minutes.
Carefully add the white wine and stir until absorbed, about 1 minute. Add the boiling water or stock, reduce the heat to low, cover, and simmer until the orzo is al dente, about 12 minutes.
3. **Steam the Shrimp**
Arrange the marinated shrimp in a snug, even layer on top of the orzo. Cover and cook until the shrimp are pink and cooked through, 2 to 4 minutes. Remove from heat and let sit, covered, for 2 minutes.
4. **Finish and Serve**
Sprinkle with parsley and lemon juice. Season with additional salt and pepper to taste. Serve immediately.
