[Bikeshedding](https://en.wikipedia.org/wiki/Law_of_triviality) is spending a disproportionate amount of time on trivial details while important matters are not addressed. In the 60'ies a committee tasked with approving plans for a nuclear power plant spends more time discussing the construction of a bike shed than the plant itself, as the shed is simpler and more comprehensible to everyone involved.
More commonly in software, people can debate the hues of a color in eternity while much more important matters go undiscussed.
