Also known as "Splat Rounds." The HET (High Energy Transfer) Safety Round is a type of deforming ammunition that is designed to quickly stop inside a target. Delivering its full impact with little to no possibility of over-penetration. They are slightly less accurate than traditional ammunition and have extremely low penetration power. They are "safe" to use when onboard aircraft or spacecraft, as the bullets will not penetrate the hulls (or even windows). In civilian environments, common building materials will stop them. So, there is little danger of injuring people outside of the room they are fired in. Ricochets and fragmentation are rare, preventing accidental injury to nearby people if a shot is missed.
