So... you can pull up your county of interest from that list, then dig around in the menus to find a way to "Add data ...". Do it from a *File*, not a URL. The file you want is the meat of this page: [[lcra_data_styling.kml]] -- you'll have to copy the data part (not the web page itself) and paste it into a file on your computer, then upload *that* to the county BIS.
You will then have the line overlaid on your county land parcels, and can harvest contact and other info.
