# Civil War During the rein of the 6th empress, Aretha (see [[Lineage]] for more info), fighting broke out between the moons. At this point, the capital was still located on [[A'kan]]. The people of [[Reshi'kan]] and [[Mi'kan]] believed that the placement of the capital was an indication of unfair treatment and favoritism for A'kan and it's people. The [[Council of Elders]] had not yet been created, so all decisions regarding the management, laws, and development of the empire across all the moons rested solely on the [[Empress]]'s shoulders. They believed that because the Empress lived on A'kan, their people could sway her to make decisions that benefitted them over all other moons. This mounting tension exploded into violence when a group of A'kanian citizens, on Reshi'kan for reasons that were not recorded, attacked and killed three Reshi'kan children. The A'kanians were punished with heavy fines and strict forbiddance to leave the moon, which did not appease the angry Reshi'kan citizens. "Blood has been spilt and only blood will pay for blood," the current leader of the Reshi'kan moon at that time, Hashtrix Son of Reshi'kan, was quoted saying in response to the chosen punishment. "If we cannot have the blood of those that are guilty, then we will have the blood of those that abed them." Hashtrix then proceeded to form an allyship with the people of Mi'kan and together they mounted a joint attack on the desert moon. The fighting was brief but intense. Hundreds of people lost their lives before the Empire's soldiers could put a stop to the fighting. Seeing that the location of the capital was the root cause of the current issues, Aretha ordered the construction of the biggest city the empire would ever have, located in space which would be neutral territory. After it's completion, as Aretha was nearing the end of her last cycle, she ordered the capital be moved to this new, floating city in space, which she named [[Exalos]]. As Aretha's last act as empress, she sat down with the leaders of all three moons and built, with them, the [[Council of Elders]], that would oversee the legislative side of the empire's government. The council would be filled with people from each moon, giving everyone in the empire a fair and equal voice in government.
