- Orso: King of the union now. But doesn’t have power to do anything. In fact literally gets told by Biaz “it’s always a bad idea for a king to choose sides.” Gets tricked by Ishar to support hanging Wetterland for obvious rape.
- Vick: assigned to temper revolt in Westport. Has to act a whole bunch of different roles she isn't. Doesn't know why she's not running away to the countryside.
- Savine: Struggling in business because of mental health problems from the last book. Joins the revolt against the crown and her father once she realizes there is no turning back. Leo and her are committed.
- Gunner Broad: doing work for Savine which requires killing. Doesn’t want Liddy and May to know because they have set up a good life for themselves.
- Leo Dan Brock: Restless and less happy as Lord Govenor than he was before. Crippled and hating it. As Nietzsche said, "*in peace time, the warrior attacks themselves*." Marries Savine. Stands up against Orso when h gets tricked by Ishar wetterland is innocent. Starts organizing revolt with Ishar, Hoigen, and Barrison. Goes to ask Ricker for help against the fight with the closed council AS WELL as the Great Wolf even though Ricker and him are enemies.
- Ricker: struggling to deal with the long eye. Goes to north to fix it. Restrains her long eye with some runes in the north from a witch. Permanently disfigures her. She makes Ulfreth independent after her father dies by battling Red Hat, Oxle, and S in the circle.
- Clover:
